1993 plymouth colt 5 speed, accelerator is stuck?

I started the car and pushed the gas and the engine just continually started revving and wouldn't stop. The pedal came back up to my feet though and every time i kept pushing the pedal I didn't feel much pressure but there must of been enough to get the pedal back up every time, i ended up just shutting the car off before it hit 6 rpm's and I am to afraid to start it again. what is going on? Also it is 10 degress out if that makes a difference..
