Who sings a song with the lyrics "Sugar! Sugar!"?

Who sings this song.. I don't know most of the lyrics except that the girl singing keeps saying "Sugar! Sugar!" and says something about "a great tasting"...and mentions the word "compound". If I had to guess, it seems like a 90's song, with a hard rock sound... It sounds like the band Garbage...or Poe...but I know its not. Need your help!
